A Look at Undergrounding Distribution Lines

Whenever there is a major distribution system blackout, people always start talking about putting lines underground.  The fact is that this is a very expensive proposition that is still vulnerable to a number of problems.  Here is a good discussion of the situation from the Department of Energy’s EIA.
