Two bills have been introduced in the 2013 legislative session that would have a dramatic effect on keeping WV electric rates lower in the coming years.
Delegate Mike Manypenny, along with Del. Barbara Fleischauer and Del. Nancy Guthrie, have introduced HB 2210 to set definite targets for demand reduction by WV power companies. Here is the text of the bill to establish an energy efficiency resource standard in our state.
Delegate Tim Manchin, with Delegates Poling, Iaquinta, Guthrie, Moore, Manypenny and Marshall, have introduced HB 2803 to authorize the WV PSC to require power companies to submit integrated resource plans every two years which would treat energy efficiency and demand management the same way power companies treat generation resources as they plan to meet future electricity needs.
